With reference to the Whampoa Military Academy's
previous letter to the Customs re Hong Kong River steamers to go slow when passing the College, about which the Customs has promised to notify the steamers concerned, the College
has now to report again that at about 3.00 p.m. to-day, when the s.s. "Lungshan" passed the College to-day, she did not go slow, but proceeded at an exceedingly high rate of speed thereby causing all craft moored off the College to be in a very dangerous pondition.
The College now again begs the Customs to strictly
warn the steamers, and if they will still pass at such a great speed, proper action will be taken by the College. It is further requested that the s.s. "Lungshan" be slightly punished and fined for this occasion as a warning for future repeated occurrence and to avoid accidents.
